INSPECTION OF IMPORTED METAL MATERIALS

CUSTOMERS:

State management agencies, enterprises, traders, and individuals.

SUBJECTS OF INSPECTION:

Steel billets and steel products manufactured domestically and imported.

LEGAL BASIS:

• Inter-Ministerial Circular No. 44/2013/TTLT-BCT-BKHCN dated December 31, 2013, regulating quality management of domestically produced and imported steel.
• Inter-Ministerial Circular No. 58/2015/TTLT-BCT-BKHCN dated December 31, 2015, regulating quality management of domestically produced and imported steel.
• Decision No. 1408/QĐ-TĐC dated July 4, 2014, appointing FCC Company to conduct steel inspection in accordance with Circular No. 44/2013/TTLT-BCT-BKHCN.
• Decision No. 414/QĐ-BCT dated January 14, 2015, appointing FCC Company to conduct steel quality testing in accordance with Circular No. 44/2013/TTLT-BCT-BKHCN.
• Decision No. 686/TĐC-HCHQ dated April 3, 2017, certifying FCC Company’s registration to conduct inspection of domestically produced and imported steel.
• Decision No. 1209/TĐC-HCHQ dated May 30, 2017, certifying FCC Company’s registration to conduct testing activities.
• Decision No. 997/QĐ-TĐC dated June 22, 2017, appointing FCC Company to conduct testing of steel for concrete reinforcement in accordance with QCVN 7:2011/BKHCN.
• Decision No. 1041/QĐ-TĐC dated June 27, 2017, appointing FCC Company to conduct steel quality inspection in accordance with Circular No. 58/2015/TTLT-BCT-BKHCN.
• Certificate No. 205/12CN issued by the Vietnam Register, recognizing FCC Company as qualified to conduct steel testing in accordance with QCVN 21:2010/BGTVT.

INSPECTION / TESTING SERVICES:

• Inspection of tolerances and dimensions in accordance with declared applicable standards.
• Inspection of quality parameters in accordance with declared applicable standards.
• Testing of mechanical properties (tensile test, bending test, coiling test, torsion test, hardness test, Charpy impact test).
• Chemical composition analysis.
• Testing of thickness and quality of paint coating and galvanizing layers.
• Determination of core loss for electrical steel.

INSTRUCTIONS FOR REQUESTING INSPECTION / TESTING:

• Customers are required to submit:
• An inspection/testing request clearly stating the inspection or testing requirements, time and location of inspection, and contact person.
• Information on the shipment (Bill of Lading, packing list, customs declaration, invoice, manufacturer’s certificate, etc.).
