TEXTILE PRODUCT CERTIFICATION

CUSTOMERS:

State management authorities, enterprises, and traders engaged in the production and import of textile and garment products.

SERVICE SUBJECTS:

Textile and garment products, materials, and accessories that are required to be tested for formaldehyde and aromatic amines in accordance with state management requirements.

LEGAL BASIS:

– Law on Product and Goods Quality No. 05/2007/QH12 dated November 21, 2007.

– Law on Standards and Technical Regulations No. 68/2006/QH11 dated June 29, 2006.

– Decree No. 127/2007/NĐ-CP detailing the implementation of a number of articles of the Law on Standards and Technical Regulations.
– Circular No. 28/2012/TT-BKHCN regulating the announcement of conformity with standards and technical regulations and methods for conformity assessment, and the amending Circular No. 02/2017/TT-BKHCN.

– National Technical Regulation QCVN 01:2017/BCT promulgated together with Circular No. 21/2017/TT-BCT dated October 23, 2017, effective from May 1, 2018, stipulating the national technical regulation on the maximum limits of formaldehyde content and aromatic amines derived from azo dyes in textile and garment products.

CERTIFICATION SERVICES:

– Certification of consignments, product types, and formaldehyde and aromatic amine contents in textile and garment products.

– Certification assessment in accordance with Method 7: testing and assessment of product consignments and goods (as stipulated in Circular No. 28/2012/TT-BKHCN).

GUIDELINES FOR SERVICE REQUESTS:

a) Customers use Form HD-7.5CN/08-1/BM1: Application for Certification of Textile and Garment Product Quality (this form can be downloaded from the website: www.fcc.com.vn or obtained by directly contacting the Textile and Garment Product Inspection Department in each region).

b) Customers are requested to provide the necessary documents to proceed with certification.

c) Certification registration dossier:

* For imported consignments:

• Application for certification of textile and garment product quality (also serving as the contract)
• Consignment contract
• Consignment invoice
• Packing list
• Bill of lading
• Customs declaration
• List of goods (clearly stating the quantity and codes of each consignment).

* For domestically produced consignments:

• Application for certification of textile and garment product quality (also serving as the contract)
• List of goods (clearly stating the quantity, type, and characteristics of each item in the product/goods consignment registered for certification).
• Warehouse release/receipt note or equivalent documents.

SERVICE FEES:

As agreed.
