INSPECTION OF IMPORTED SCRAP MATERIALS

CUSTOMERS:

Enterprises and traders importing scrap for use as production materials.

SUBJECTS OF INSPECTION:

Plastic scrap, paper scrap, steel scrap, gypsum scrap, copper, aluminum, nickel-chromium, etc., permitted for import as production materials in accordance with Decision No. 73/2014/QĐ-TTg dated December 19, 2014.

LEGAL BASIS:

• Pursuant to Circular No. 43/2024/TT-BTNMT dated December 30, 2024 and Circular No. 44/2024/TT-BTNMT dated December 30, 2024 of the Minister of Natural Resources and Environment promulgating national technical regulations on scrap imported from abroad for use as production materials;
• Based on the request of FCC Inspection and Fumigation Joint Stock Company in the Application for designation to conduct inspection activities for imported scrap serving state management dated April 10, 2025, and Official Letter No. 041/2025/CV-FCC dated April 10, 2025 regarding the acceptance and explanation of evaluation comments (supplementation and corrective actions);
• Based on the proposal of the Director General of the Department of Environment.

INSPECTION SERVICES:

• Certification of conformity with environmental technical regulations for imported scrap.
• Inspection of imported ferrous scrap in conformity with QCVN 31:2018/BTNMT.
• Inspection of imported plastic scrap in conformity with QCVN 32:2018/BTNMT.
• Inspection of imported paper scrap in conformity with QCVN 33:2018/BTNMT.
• Inspection of imported glass scrap in conformity with QCVN 65:2018/BTNMT.
• Inspection of imported non-ferrous metal scrap in conformity with QCVN 66:2018/BTNMT.

INSTRUCTIONS FOR REQUESTING INSPECTION:

• Customers are required to submit:
• An inspection request clearly stating inspection requirements, time and location of inspection, and contact person.
• Information on the shipment (B/L, packing list, customs declaration, invoice, etc.).
