TEXTILE PRODUCT CERTIFICATION AND INSPECTION

CUSTOMERS:

State management agencies, enterprises, and traders manufacturing and importing textile and garment products.

SCOPE OF SERVICES:

Textile and garment products and auxiliary materials subject to inspection of formaldehyde and aromatic amine content in accordance with state management requirements.

LEGAL BASIS:

– Law on Product and Goods Quality No. 05/2007/QH12 dated November 21, 2007.

– Law on Standards and Technical Regulations No. 68/2006/QH11 dated June 29, 2006.

– Decree No. 127/2007/NĐ-CP detailing the implementation of a number of articles of the Law on Standards and Technical Regulations.
– Circular No. 28/2012/TT-BKHCN regulating the declaration of conformity with standards, declaration of conformity with technical regulations, and methods of conformity assessment with standards and technical regulations, and the amended Circular No. 02/2017/TT-BKHCN.

– National Technical Regulation QCVN 01:2017/BCT promulgated together with Circular No. 21/2017/TT-BCT dated October 23, 2017 and effective from May 1, 2018, stipulating the national technical regulation on the maximum limits of formaldehyde content and aromatic amines derived from azo dyes in textile and garment products.

CERTIFICATION SERVICES:

– Certification of product lots, product types, and formaldehyde and aromatic amine content in textile and garment products.

– Certification assessment according to Method 7: testing and assessment of product lots and goods (as stipulated in Circular No. 28/2012/TT-BKHCN).

INSTRUCTIONS FOR REQUESTING SERVICES:

a) Customers use form HD-7.5CN/08-1/BM1: Application for Certification of Textile and Garment Product Quality (this form can be downloaded from the website: www.fcc.com.vn or obtained directly from the Textile and Garment Product Inspection Department in each region).

b) Customers are requested to provide the necessary documents for certification.

c) Certification application dossier:

* For imported consignments:

• Application for certification of textile and garment product quality (also serving as the contract)
• Sales contract
• Commercial invoice
• Packing list
• Bill of lading
• Customs declaration
• List of goods (clearly stating quantity and codes of each shipment).

* For domestically produced consignments:

• Application for certification of textile and garment product quality (also serving as the contract)
• List of goods (clearly stating quantity, types, and characteristics of each item in the registered product lot/goods).
• Warehouse release/receipt note or equivalent documents.
